Public Health England (PHE) and the Department for Education’s (DfE) Best Start in Speech, Language and Communication Programme aims to improve the rate of early identification of need in the early years and increase the number of children who are ready for school by the age of 5.
In December, PHE and DfE published a suite of resources to support this work, including guidance to support local commissioners and service leads, case studies and an early language identification measure (ELIM) and intervention tool.
Early Language Identification Measure and Intervention training
The programme will be delivering online training sessions on the use of the new ELIM and intervention to be offered alongside the Healthy Child Programme 2—2½ year review.
Who should attend?
Leads and managers from health visiting, speech and language therapy, early years settings, including childminders, and those who will cascade locally.
Training content
- Background on the Best Start in Speech, Language and Communication programme.
- How to use the ELIM and Intervention (including monitoring and recording of data).
- Exploring how local areas and agencies can work collaboratively when using the ELIM and Intervention.

- North East and Yorkshire & the Humber – 21 & 22 January, 2 & 11 February, 10 & 16 March.
- North West – 21 & 27 January, 1 & 23 February, 5 & 17 March.
- Midlands and East of England – 22 & 28 January, 4 & 5 February, 25 & 26 March.
- South East and London – 27 & 28 January, 3 & 25 February, 10 & 16 March.
- South West – 25 & 29 January, 11 & 12 February, 3 & 4 March.
Joining instructions
Registration will be via the PHE website (see regional links above) and sessions will be delivered via Microsoft Teams (max. 25 people per session). Those who have registered will be sent the training link prior to the session date.
